On 2.3.2015.According to the Relief and Rehabilitation Commission Office in the state, aid workers for UN agencies, international organizations or national organizations must obtain pass permits before making any movements in the state, detailing their plans and disclosing all passengers.

Harassment of UN staff

On 28.2.2015. UN Agency staff member contacted ERT claiming that an unknown person believed to be national security wanted to arrest him outside Buffalo bank in Juba. The staff member remained inside the bank until the arrival of ERT and extricated the staff member without anybody interfering.

Case ofharassment. On 26.2.2015. Small arms fire was heard South of UNMISS Compound, Bentiu, approximately five (05) km. According to the sounds of gunfire, the shooting was from one direction (SPLA) and no exchange of gun fire was heard. The reason for shooting is unknown.
