On 27.2.2017. Ulang. SPLA-IO security personal issued a letter addressed to all NGOs in Ulang County signed by the Commissioner. It was titled “communications halt for local staffs” and stated that national staff were not allowed to use Thuraya communication devices. As well as demanding a complete list of all Thurayas, laptops and mobile phones, and their contact lists contained therein, the letter added that anyone found communicating with people from the Government side would be dealt with by NISS. The internet was not to be used outside NGO compounds.
