On 23.2.2017.Juba.A Military Intelligence officer at JIA obstructed an INGO ex-pat as he tried to travel in-country. Despite having the requisite documentation from NSS and RRC to bring his sat-phone, the MI officer insisted he needed additional authority. The ex-pat’s national colleague with similar communications equipment was processed without difficulty. The matter was reported to both RRC and NSS.
