OBSERVATION REPORT ON THE IMPACTS OF COVID-19, LOCUSTS INVASION AND FLOODS IN SOUTH SUDAN.

Abstract: This paper is intending to raise an alert of a possible merging threat to human society, livestock and wildlife a results of triple shocks posed by COVID-19 restrictions, locust invasion and floods. The possible destruction will have grave impact on human society and livestock.

Human society will be faced with food insecurity due to low agricultural harvest, insecurity as a results human competition over resources, health danger due to poor attention to other health priorities, and increase in crimes as results of limited opportunities for livelihood and livestock will dead from diseases. While wildlife will face threat from human need for food and income.

The combination of COVID-19 restrictions, Locust invasion and flood requires urgent policy approach from political leadership of South Sudan. The strategy should embrace conflict sensitivity and Do No Harm principles at all stages of the strategy. Any political leadership slow policy approach response for mitigating the threats posed by the combination of COVID-19 restrictions, locust invasion and floods will be a human, livestock, wildlife disaster        

The Take: The threats for the society posed by the combination of COVID-19 restrictions, Locust invasion and flood requires urge holistic policy approach from political leadership across the region. The political leadership need to rethink about setting practical and genuine strategy for mitigating the threats posed by the combination of COVID-19 restrictions, locust invasion and floods. The negative implications caused by the COVID-19 restrictions, locust invasion and flood will have the followings consequences;

  1. Food insecurity: The COVID-19 restrictions, locust invasion and the flood have Hugh negative impact on the agriculture sector, livestock and wildlife. The disturbance of the agricultural sector by the COVID-19 restrictions, locust invasion and flood is a dangerous moment a head of the society.     
  2. Insecurity: the level of insecurity is expected to increase due to many factors caused by the negative impact as a results of the combined threats posed by COVID-19 restrictions, locust invasion and floods. Matters of food insecurity and limited livelihood opportunities will create increase in crimes and violence in the society.
  3. Wildlife at danger: Human demands on wildlife as sources of income and food will increase due to poor or inadequate agricultural products. The presence of illegal arms in the hands of may population plus the arms with the security actors posed a dangerous future of the wildlife due to the implications caused by the COVID-19 restrictions, locust invasion and floods

The call is: South Sudan Government should urgently hold member states summit for adapting strategy for mitigating the threats against human society, livestock and wildlife posed by the negative implications COVID-19 restrictions, Locust invasion and floods. The strategy should focus on the followings;

  1. Building early warning system that specifically focus in the trends of floods and locust invasion with weekly or monthly reporting
  2. Availing financial support for facilitating early response to the threats of floods and locust invasion
  3. Developing system for mitigating the locust invasion and responding the threats floods
  4. Increasing political commitment for public sensitization on method of preventing and resolving the threats posed by the COVID-19 restrictions, locust invasion and floods  
  5. Development of finance system for aiding agricultural sector performance in 2020 and post COVID-19 restrictions, locust invasion and flood
  6. Concrete focus on handling the other health priorities 
  7. Empowering civil society and media to take lead in reaching out to the communities for increasing their public information
  8. Availing political will for supporting the strategy genuine implementation is essential

Remember: Having clear and practical strategy for mitigating the threats of COVID-19 restrictions, locust invasion and flood help a lot in generating support in various forms from various sources. Act Now
