REVITALIZED AGREEMENT ON THE RESOLUTION OF CONFLICT IN SOUTH SUDAN

IMPLEMENTATION UPDATE AND ADVOCACY

SUMMARY OF KEY CONCERNS

  1. The top leadership of the parties to R-ARCSS[1] take primary responsibility of ensuring daily required actions for implementing the peace agreement are done.
  2. The top leadership of the parties to R-ARCSS should stand up to their responsibility for compliance with affirmative action of 35% for women. 
  3. The challenges that the extended six months for pre-transitional period will end with accomplishing the essential tasks that constituted the pre-conditions for formation of the Revitalized Transitional Government of National Unity is higher.
  4. Delays in remitting sufficient funds from the declared peace fund of 100 Million US Dollars dated 3rd May 2019, may hinder progress in accomplishing the pending pre-transitional tasks. 
  5. The tendency of prioritizing other priorities in terms of funding will directly hinder the implementation of the peace agreement tasks for extended six months of pre-transitional period.
  6. IGAD zero appetite for executing the regular face-to-face meeting of the top leadership of the parties to RARCSS, clearly demonstrate IGAD weakness. Then, African Union should step up to strengthen IGAD in making the regular face-to-face meeting of the top leadership of the parties.
  7. The military leadership of each party signatory to the R-ARCSS should instruct their forces to demilitarize civil sites urgently as a gesture of commitment for peace agreement
  8. The recent move of NPTC dissemination unit in developing strategy for R-ARCSS dissemination is a remarkable act
  9. The verified cantonment sites for forces are lack social services and have challenges for logistical access

Members and leadership of SDSRB are committed to ensure that citizens’ opinions are inclusively and in-depth collected for informing required security and Defense sectors reforms.

 

For example the on-going focus groups discussions with refugees in Uganda, Kenya, Ethiopia and Sudan and plans of having Focus group discussions with Internal Displaced Persons (IDPs) and the past the focus group discussions with civil society, women and youth,  were great actions of involving citizens on Defense and Security Reforms consultations

SDSRB leadership and members should keep up the spirit of ensuring that citizens opinion are effectively and timely collected on informing security and Defense sector reforms

In corporation of the extended six months to the revitalized Transitional Constitution of South Sudan

The political process for speeding up the incorporation is dragging too much due to other political priorities such as national budget discussions

There is need for the parliament to call for submission of the constitution for amendment before 12th November 2019

Commitment for affirmative action of 35% for women

The leadership of the parties to R-ARCSS are interested to walk the talk on affirmative action of 35% for women realization 

The top leadership of the parties to R-ARCSS should demonstrate their will for ensuring the affirmative action of 35% for women is executed at all levels without any form of compromise

 

CEPO ROLE

CEPO will attempt to partner with various mechanisms for the implementation of the peace agreement on delivering some of the tasks. Our experiences with NPTC dissemination unit will be rollout to the states. CEPO will be offering open training sessions for the public on ARCSSS dissemination. The public will be encouraged to voluntarily apply for R-ARCSS Disseminators trainings in Juba and States levels. The public trainings on R-ARCSS dissemination will be carried out in partnership with NPTC dissemination unit. CEPO will strongly advocate and lobby for the demilitarization of the civilian sites, release of funds for the peace implementation and conduct of technical dialogue between the peace mechanism and donor community. For engender the peace agreement implementation process, CEPO will be rolling out project called Nexus between R-ARCSS and UNSCR 1325/NAP in Mid July 2019 with piloting in Yei, Wau, Rumbek, Bor, Yambio, Torit, Tonj, Aweil and Akobo. Finally, CEPO will be engage in influencing IGAD and AU members’ states in Juba and Egypt especially as AU chairperson for facilitation of the regular face-to-face meeting of the top leadership of the parties to R-ARCSS in July 2019 and before Release of Independent Boundary Commission (IBC) reports.         

CONCLUSION

The peace partners in South Sudan should strongly believe that external support for the peace agreement implementation surface when they demonstrate actions that convincing to the potential donors across the global. Donors are motivated by action not by statements. Among the key actions that can encourage donors to get funds for the implementation of R-ARCSS are; offering available funds how little it is for the implementation of essential tasks or the defined pending tasks as pre-conditions for the formation of the Revitalized Transitional Government of National Unity, promotion of the technical dialogue at technical level not political level on the implementation of the peace agreement, unlawful restrictions of civic freedoms, freeing media and humanitarian access to civilians, executing the regular face-to-face meeting of the top leadership of the parties to R-ARCSS. Four months are left out of the six extended months for the pre-transitional period, this means more speedy actions are need from the peace agreement implementation organs.
