Abstract: This paper is intending to amplify some strategies for enhancing better women influence on R-ARCSS implementation. In past all efforts designed for enhancing women influence on peace agreement implementation or effective women political participation have fall short of better institutional strategies for driving the aspirations anticipated for enhancing effective women political participation.

After CEPO engagement on promoting adaption of Declaration on Enforcement of 35% for women quota by the women in political parties, CEPO realized that, it’s essential to institutionalized women political caucuses at various levels of the government.  Building stronger and influential women political caucuses at various level of the government will be of great help for institutionalizing women influence on political process.

Among the key required women political caucuses are parliamentary women caucuses, executive women caucuses and local government women caucuses. Investing on structuring linkages between the various women political caucuses. Failure to build strong and influential women political caucuses at various levels of the government will lead to weaker women influence in political arena such as the implementation of the Revitalized Agreement on the Resolution of Conflict in South Sudan

  1. Women in the political parties have limited appetites for engaging in politics through building women political caucuses for pursuing fundamental influence on political accountability 
  2. Political parties’ leadership have less genuine interest for enhancing women political participation and influence
  3. Majority of South Sudanese influential women politicians mergered and drive politics at individualized
  4. Agents or supporters of women political engagement are investing inadequately and less funds for supporting women political empowerment

  2. Institutionalizing the signed declaration on enforcement of 35% for women by the political parties women wings

  4. Creating independence government institution for fostering women political participation such as “Gender Commission”

  1. There is need to focus on building genuine women political leaders caucuses at various level of the government
  2. Women in political parties should embrace the approach of influence politics through caucuses approach
  3. Institutionalizing strategies for positioning women in rightful of influence is very essential
  4. Leadership of political parties should allow their parties women wings to operate semi-independently in relation to engendering politics
  5. Women in political parties should take the courage of being pro-active in setting societal narrative as stakeholder not as followers of men in politics
  6. Men interference with women role in politics should be discourage and labeled as an approach of controlling women political  freedom 
  1. CEPO’S Role

CEPO through the status of women initiative will be involved in the driving process for institutionalizing women political leader’s caucuses at the various levels of the government. This is within CEPO experience in promoting women political engagement for the last five years. Additionally, CEPO will attempt to engage political parties for internal institutionalization of the adapted/signed Women Declaration on enforcement of the 35% for women by the political parties. The immediate actions that CEPO will undertake are;

  1. Fostering the establishment of women political leaders Caucus as a platform for claiming and pursuing the political parties for meaningful women political representation and participation
  2. Advocating for the review of each political parties for compliance with 35% for women after the full formation of the Revitalized Transitional Government of national Unity at all levels 
  1. Conclusion

It is crucial to properly and effectively institutionalize women political participation, women political input without proper investment on institutionalization of women political contribution, economic empowerment and human resources building.

In the past women political participation was weak due to more focus on training women politics than institutionalizing women political participation in terms of establishment of functional and influential political structures for fostering women political participation.

For better future of women political participation in South Sudan, it is necessary to focus on constructing institutions that will secure and claim women political involvement beyond the limits of affirmative action or women quota approach. Institutionalizing  women political participation is the best approach for building better infrastructure for women political participation from now till the future.
