Compliance With Enforcement of at least 35% for Women.

Background Information

On 12th September 2019 South Sudan Conflicting Parties signed Revitalized Agreement on the Resolution of Conflict in South Sudan in Ethiopia for ending the violence that breakout on the 16th July 2016 in Juba after signing of the Agreement on the Resolution of Conflict in South Sudan on 17th August 2015 in Ethiopia. Among the key political obligations under the Revitalized Agreement on the Resolution of the Conflict in South Sudan that the parties agreed to implementation was the stipulated affirmative action of at least 35% for women for participation and representation in the Revitalized Agreement on the Resolution of Conflict in South Sudan. The task for ensuring the agreed upon affirmative action of at least 35% for women is totally the responsibility of the political parties signatory to the Revitalized Agreement on the Resolution of Conflict in South Sudan dated 12th September 2019.

PROBLEM STATEMENT

Majority of the political parties that signed the Revitalized Agreement on the Resolution of the Conflict in South Sudan are lacking established and influential party women leagues for demanding the enforcement of the affirmative action of at least 35% for women by their respective party leadership

JUSTIFICATION

There is a need for urgent effective and influential campaign for generating pressure on the political parties leadership for compliance with enforcement of the agreed upon affirmative action of at least 35% for women under the article 1.4.4 of the Revitalized Agreement on the Resolution of Conflict in South Sudan dated 12th September 2019

Without consistent and regular influential public campaigns for demanding the political parties to meet the enforcement of the affirmative action of at least 35% for women during the formation of the Revitalized Transitional Government of National Unity chance of the political party violating the agreed upon affirmative action of at least 35% for women per the provision of the Revitalized Agreement on the Resolution of Conflict in South Sudan is higher. 

Evidently, the affirmative action of at least 35% for women was seriously violated during the formation of the various mechanisms for the implementation of the Revitalized Agreement on the Resolution of Conflict in South Sudan. No any of the Revitalized Agreement on the Resolution of Conflict in South Sudan implementation mechanism enforced the agreed upon affirmative action of at least 35% for women. Further, the setup of the National Pre-Transitional Committee Units violates the affirmative action of at least 35% for women. It is only one Unit of Healing and Reconciliation that met the threshold of at least 35% for women in its formation. These are clear indicators that demonstrated the political parties’ leadership requires early pressure for compliance with the affirmative action of at least 35% for women prior the formation of the Revitalized Transitional Government of National Unity on the 12th November 2019

Beside on the ground, CEPO status of women initiative decided to champion public campaign for demanding the political parties’ signatories to the Revitalized Agreement on the Resolution of Conflict in South Sudan to complaint with the enforcement of the affirmative action of at least 35% for women at various level of the government.

GOAL: Creating chance for public demand for the political parties signatory to the Revitalized Agreement on the Resolution of Conflict in South Sudan to enforce the agreed upon affirmative action of at least 35% for women

SPECIFIC OBJECTIVES

  1. To generate home-grown influence for the political parties to enforce the affirmative action of at least 35% for women on 12th November 2019
  2. To secure political party commitment for compliance with the enforcement of the affirmative action of at least 35% for women at various level of the government
  3. To prepare women politicians from various political parties for taking over the seats under the affirmative action of at least 35% for women during the formation of the Revitalized Transitional Government of National Unity

KEY ACTIVITIES

  1. Voluntary signing of declaration for enforcement of the affirmative action of at least 35% for women by the political parties
  2. Organizing breakfast chat with political parties leadership for demanding compliance with the affirmative action of at least 35% for women in Revitalized Transitional Government of National Unity
  3. Conducting radio talk shows on demanding political parties signatories to the Revitalized Agreement on the Resolution of Conflict in South Sudan to implement the affirmative action of at least 35% for women
  4. Distributing public messages posters for demanding public to speak out about political parties compliance with enforcement of the agreed upon affirmative action of at least 35% for women during the Revitalized Transitional Government of National Unity
  5. Empowering political parties women leagues for demanding their respective political party leadership for compliance for enforcement of the affirmative action of at least 35% for women during the formation of the Revitalized Transitional Government of National Unity
  6. Distributing T-Shirt to key political leaders with a message of  “ Compliance with Enforcement of the affirmative action of at least 35% for women in RTGoNU”    

EXPECTED OUTPUTS

  1. Public for political parties compliance for enforcement of the affirmative action of at least 35% for women in Revitalized Transitional Government of National Unity demonstrated
  2. Political parties’ leadership pledged to enforce the affirmative action of at least 35% for women per the spirit of the Revitalized agreement on the Resolution of Conflict in South Sudan
  3. Political parties’ women league gained momentous for consultative and influential demand of their parties for enforcement of the affirmative action of at least 35% for women in Revitalized Transitional Government of National Unity   

EXPECTED RESULT

All political parties’ signatories to the Revitalized Agreement on the Resolution of Conflict in South Sudan enforced the affirmative action of at least 35% for women during the formation of the Revitalized Transitional Government of National Unity on 12th November 2019
