KEY SECURITY ARRANGEMENTS TASKS

  1. Parties’ renew their pledge for holding the permanent ceasefire
  2. Expediting forces reporting to cantonment sites and barracks
  3. Equal treatment of forces in cantonment sites and barracks 
  4. Prepare the trainers for the training of the unified necessary forces
  5. Expediting forces registration and screening in cantonment sites and barracks
  6. Expedite establishment of the VIP Protection Unit
  7. Forces vacating civilian sites
  8. Addressing the issue of women and children present in some cantonment sites

MILESTONES:

  1. The conduct of the security mechanisms workshop
  2. Formation of the newly proposed Security Mechanism compose of IGAD Military Experts by IGAD    

 

  1. KEY POLITICAL TASKS
  1. Fostering the face-to-face regular meeting of the top leadership of the parties to R-ARCSS monthly (trust and confidence building process)
  2. Expediting the parties’ forum for consultations on the following matters;
  3. Number and boundaries of states
  4. Distribution of ministerial and deputy ministerial portfolios
  5. Expedite submission of parties list for national parliamentarians’ nomination
  6. Current parliament expedite enactment of the five security laws amendments and incorporation of R-ARCSS into the Transitional Constitution 2011

MILESTONES

  1. The release of funds from the balance of the 100 million USD by the president
  2. The conduct of the parties’ leadership retreat by IGAD
  3. Constituting a structure for engaging the non-signatories to R-ARCSS by IGAD        

 

TASKS AU C5 CAN UNDERTAKE DURING 25 DAYS OF THE 50 DAYS

  1. ON SECURITY ARRANGEMENTS TASKS  
  1. Conduct situation appraisals in collaboration with CTSAMVM on the forces reporting to cantonment sites and barracks
  2. In collaboration with CTSAMVM and RJMEC demand the parties to report on their forces vacating the civilians
  3. In Collaboration with CTSAMVM inspect the JTSC and JDB preparation for the formation of the VIP Protection Unit  
  4. In Collaboration with CTSAMVM inspect the JTSC and JDB preparation for the training of the unified necessary forces
  5. Pressure IGAD for the formation of newly security mechanism for offering technical assistance for R-ARCSS security mechanism on matters of delivering the critical pending tasks timely  
  6. Seeking the intervention of the humanitarian community on the issue of the women and children present in cantonments sites 
  1. ON POLITICAL TASKS
  1. Ensuring the political leadership retreat is conducted with direct participation of principals of each party signatory to R-ARCSS. Request for release of political detainees such as Peter Biar and others as symbol of reconciliation
  2. Ensure clear timeline for the facilitation of the face-to-face meeting monthly adopted during the retreat
  3. Foster the parties’ consultations on the issue of number and boundaries of the states
  4. In collaboration with IGAD formalized the forum of the Special Envoys to South Sudan as a regular platform
  5. Pushing on lifting of Dr. Riek Machar movement restrictions
  6. Pressure the incumbent government to establish a forum for technical dialogue with representatives of the international communities in Juba apart from RJMEC meeting
  7. Pressure the incumbent government to avail political space for the other political parties to conduct rallies in line with the dissemination of R-ARCSS and fostering the call for trust and confidence building including reconciliation and healing
  1. ENGAGEMENT WITH STAKEHOLDERS
  1. During any visit to Juba, AU C5 should schedule a meeting with the stakeholders 
  2. Calling for the government and parties to ensure civic space is availed for civil society and media to engage unrestrictive on R-ARCSS dissemination
  1. OTHER TASKS IN LINE WITH THE ROLE OF AU IN R-ARCSS IMPLEMENTATION
  1. Encourage the government to continue dialogue with AU Commission on the preparation for execution of R-ARCSS chapter five ( e.g. Hybrid Court for South Sudan Legislation and legislations on CTHR and CRA)
  2. Collaborate with IGAD on formalization of the process for engagement of Non-signatories
