Traffic police stopped INGO vehicle near J1

On 19.9.2016. Juba. An INGO vehicle was stopped by a traffic police officer near the presidential palace in Juba at around 15:00hrs. The police officer said that the passenger (not the driver) broke the law for talking on the phone; the officer later demanded to know the ethnicity of the passenger (a national staff) and told him he had to go to the police station. After negotiations, the police officer let the vehicle go but took the phone of the passenger. The officer (a dinka) said that, if the staff (an equatorian) wanted the phone back, the organization has to send a Dinka staff to reclaim it.
